Craig Pullen – Director
Craig has over twenty years of public sector experience, which has been gained within the Finance Departments of a Regional Health Authority and Local Authorities, and in Internal Audit & Consultancy.
Whilst with the Regional Health Authority, Craig was responsible for the financial management of the Regional Capital Programme and was a core member of the Management Team responsible for receiving and approving business cases. In his role, Craig helped to develop business cases for capital projects. He was also responsible for the financial management of the Oxford Method account, which involved receiving annual accounts from an Italian construction company and calculating royalty payments due to the NHS. This is a role Craig continues to undertake.
As Director of a NHS Internal audit agency, Craig provided audit and consultancy to a range of clients and has extensive experience of procurement initiatives such as PFI, NHS LIFT and ProCure21 as well as traditional publicly funded projects. He also provided PFI advice to an Italian construction company.
He has recently worked on a NHS LIFT project in Lancashire and has been working with NHS Estates in developing the audit framework for the ProCure21 initiative. Craig also worked with the Internal Audit team at Gloucester City Council on a review of a major leisure centre project.
Craig has extensive experience in developing and reviewing business cases, specifically in financial analysis and activity planning.

Ruth Woolven – Audit & Consultancy Manager
Ruth has worked in audit & consultancy since November 2002, having previously been Deputy Project Manager on the Oxford Radcliffe Hospitals Relocation PFI Project. This is the second PFI project she has worked on, having been involved with the first wave PFI scheme at the former South Buckinghamshire NHS Trust.
Ruth’s experience in Project Management includes:
• Consultation with user groups to develop the project brief
• Managing user group consultations and discrete negotiations with bidders
• Developing clinical and technical output specifications
• Developing payment mechanisms, performance measurement and risk allocation.
• Managing change caused by evolvement of the user brief, design development and new legislation and standards
• Managing the application of evaluation tools such as NEAT, ADET
Ruth has a thorough understanding of the process from Strategic Outline Case through to Financial Close.
In between her project management roles, she worked as a Contracts and Procurement Manager for Portsmouth Hospitals NHS Trust. In this role, Ruth developed an extensive knowledge of EU Procurement legislation and negotiated a number of contracts affording added value and achieving significant cost savings for the Trust.
Ruth has advised public sector clients in respect of PFI, ProCure21 and traditional publicly funded projects.

Tim Smith –Audit Consultant
Tim joined Internal Audit in April 2002 after a career in Local Government and a Housing Association. His first year was spent working
on various PFI & Capital projects, enabling Tim to develop his knowledge and understanding of these types of projects. He has
undertaken capital audits under his own initiative whilst continuing to support other audits in respect of PFI and NHS LIFT. Tim has also been actively involved in the ProCure21 initiative.
